| Comment | CARB has over extended itself and its draconian rules are now going to be applied to vessels. The number of vessels that operate off our coast is small and they typically operate part time--they travel to a location and anchor. The number of foreign vessels and diesel trucks operating off and around California greatly outnumber the boats and this ruling, if made, will have absolutely no impact on air quality. |
