Please exclude the Sport Fishing Industry from these emissions
requirements or give them 15 years to comply (which will give time
for engines to widely adopt to these standards).  The Industry is
all small business owners fighting for survival as costs of
operations escalate.  These regulations will cost them their
livelihoods, cripple our Sportfishing Industry and result in 1,000s
more in layoffs.  I urge you to give the Industry an exemption for
15 years - time for engine manufacturers to widely adopt these
standards and produce compliant engines at a reasonable cost.  By
doing this it would allow boat owners to convert to these engines
as their existing engines useful life ends.
