Under Climate Adaption and Resiliency, the Wildlife Conservation
Board is assigned a Climate Adaptation and Conservation Easements
program.  However, funds expended by the Wildlife Conservation
Board for this purpose need to have eligibility beyond purchase of
easements per se.  Specifically, it is essential that funds are
able to be expended for fee title acquisition.  Landowners in
Southern California are generally uninterested in selling
easements
(and the cost of an easement would be roughly equivalent to the
fee
title value). A sole focus on easements will deprive large
portions
of the state of the ability to participate in this program.
