The California Department of General Services (DGS) has reached
agreement on a set of model contract terms with the Lawrence
Livermore National Laboratory, Lawrence Berkeley National
Laboratory, and the Sandia National Laboratories. These model
contract terms have been approved by the national laboratories and
by the DGS Office of Legal Services. They are intended to
facilitate contracting between State agencies and these National
Laboratories.  As explained on the DGS website, the model terms are
not required to be used when contracting with the labs; however
they should be used as a starting point because they have been
pre-approved by the National Laboratories and by OLS and will help
simplify the process.   A copy of the model terms, which includes

If CARB needs to access the unique research and development
capabilities of the California-based National Laboratories for any
of its projects, it should plan to do so using the DGS-approved
template contract, including advanced funding..  This will greatly
streamline the process.
