Comment | Reliance on Cap-and-Trade calculations of real GHG emissions reductions can be problematic when proper precision is practically impossible and when accuracy of policy may be subverted by political or profitable motives. Gaming the system is best prevented via deep cultural change. This article tells the story of one cap-and-trade transaction that seems kind of squishy. https://www.earthisland.org/journal/index.php/magazine/entry/carbon-conundrum Addressing climate chaos in ways that benefit the have-nots as much as the haves, and more to the point deprive them no more, will probably look very different than business as usual. It must be a thrifty way. I have heard that one needs to measure the right things, even more than to measure things right. Identifying which things are the right things to measure requires qualitative judgment first and foremost. Explaining to the public the real-world goals and reasons of such qualitative judgments can induce the kind of cultural change we need so as to sideline opportunistic gaming of systems. |
