CARB Board - Thank you for reviewing my comment. As a small transit
operator in the Central San Joaquin Valley, the City of Clovis is
acutely aware of the need for cleaner air. Clovis Transit has
launched a pilot project to deploy two cutaway-style buses into
public transit operation. The data learned from this project will
help us thoughtfully move forward into compliance with the 2018
CARB rule, the ICT. 
The purchase of these two pilot project vehicles was made possible
with the help of the HVIP program. Without HVIP, this project would
not have been possible. Programs like HVIP are critically important
to transit operators all over California, but are a lifeline for
the small- and medium-sized operators in the state. 
Compliance with the ICT is a challenge, and transit industry will
continue to need the generous support of CARB to assist with the
transition to ZEV/ZEB. Please consider the extensive impact of ICT
to the transit industry and understand that without significant
investment through HVIP and other programs, many transit operators
will struggle to deploy ZEV.
