Please consider expanding the rebates and vouchers proposed in the
Draft Plan (pages B-7 and B-15)and call them into “Transportation
Dividend” and a “Household Dividend.”  The Transportation
Dividend would assist low-and middle-income drivers, transit users,
people who ride share, and others.  The Household Dividend would
assist low-and middle-income homeowners and renters and encourage
the purchase of Energy Star products that renters can also purchase
easily.  This dividend should go to all Californians  via a debit
card.  This card would expire before the following year, and if  
not used, return to the state, which can use it for other clean
energy  investments.
