With all due respect, the board should not amend these programs.The
board needs to focus on enforcing the current programs it has. It
is well known that the ARB does not have the funds to enforce any
of the programs it has. The honor system doesnot work in this
state. The majority of people in this state will break the rules
for finacial gain. 

The smoke and inspection programs are ludacris in that newer trucks
do not have smoke problems, they burn clean. 

Do not modify any of these regulations. The people from the
environmental aspect do not know what it takes to get the food to
the table, they are out of touch with reality.
