Require California ports to reduce air pollution from ocean-going
vessels while in dock by implementing the following at-berth
requirements. 

1. OGV's must turn off auxiliary engines and connect to electrical
grid based shore power
2. Use alternative control technology to achieve emission
reductions as currently being used in the Port of Long Beach

Implementation should be immediate and without delay. The
communities who live adjacent to the Ports deserve clean air and
good health.
