Comment | As a resident of downtown San Diego, I appreciate the opportunity to comment on the proposed control measures for vessels at berth in San Diego harbor. Our tourist industry (including the cruise ship passengers) is important to us, but of course we are in the somewhat unusual position of having many residents who live very close to the harbor, so we also need to address pollution issues associated with the visiting cruise ships. I am in favor of requiring ships in fleets to use shore power 100% of the time; concerned about exempting cruise lines that don’t come in more than 4 times/year, as I understand that contributes significantly to pollution in the area. I am also concerned about increasing the time after docking to berth to connect to shore power, particularly since the total time (including the time to get clearance) can be considerably longer than 2 hours. I understand that our Port has only one connection to shore power, and it certainly seems like we need a second in our infrastructure. I understand that is a real complicating factor, especially given the financial impacts of the ongoing pandemic. Are there plans (and budgeting) in the works to do this?
