Hello, 

I've been following this closely and while I'm very impressed with
CARB's clean air initiatives so far I'm wondering if you're going
to include vessels at anchor as well. As you know in Long Beach,
Los Angeles, San Diego, and the bay area numerous vessels are in
close proximity to population centers while at anchor waiting a
turn at berth, bunkering, or other reasons. While at anchor they
run their high polluting auxiliary engines; I would like to inquire
if you're going to place the requirements for vessels at berth and
at anchor?
