To whom it concern,

I support air quality regulation for off road construction
equipment. Although I do believe the ARB would better serve our
public if it spent its efforts and resources on regulating
motorcycles, street trucks, and cars who have their exhaust
systems motified. They are dropping their catalitic converters and
mufflers.  These vehicals are not only today's primary source of
noise pollution they are putting toxins directly into the air. Law
enforcement says they do not have the personnel to enforce current
regulations.  Offenders laugh and say it would only be a fix it
ticket and the only time you would see a cop looking under a car
is when he has dropped a donut (that disrespectful comment is a
direct quote].  I would like to see the Calfornia Environmental
Protection Agency regulate this problem.  I believe they could do
a better job than law enforcement.
