   Per our attached letter of March 19, we would like to have you
consider the serious financial hardship of these proposed new
regulations on small equipment rental and construction business.
We do not all have the resources and financial backing of
companies the size of United Rentals or Yeager/Skansa
Construction. By making these regulations attainable by small
business in the state you will achieve a higher compliance rate.
Many small businesses will not be able to comply with new rules
that are financially out of their reach. Please consider this
before you reach a decision on this very important matter.
