While we support the rule and will urge CARB to approve it we think
that the proposed changes:
Are unfair to large business, 
Rewards Skofflaws while ignoring the costs that historically
compliant businesses have borne, 
Is based upon a grossly overstated inventory that is not
reflective of the real state of affairs in this depressed economy
and,
Fail to address the fact that this rule and all other Diesel
regulations are unsustainable and will result in the demise of many
large and small businesses and associated jobs.  
CARB should suspend enforcement of all Diesel Regs as an emergency
order unless and until unemployment returns to less than 9%.
