$2000  average profit on each conversion

$20,000  income cap on entrepeneur based on limit of 10
$200,000 income cap on entrepeneur based on limit of 100

A cap of 10 does not allow anyone to make a living.
The need for emissions testing is not compelling

Plug in conversions lower emissions, they do not raise them.
