Dealerships are gouging buyers and so reducing participation. 
Buyers end up paying more taxes which further reduces demand.  
CARB could buy (Fiat 500e's) directly from auctions for the same
amount ($4500) as the current maximum rebate and allow participants
to pay much less, and at the same time sell twice as many EV's.  
This could be advertised on billboards, i.e.:

"(3 year old) Fiat 500e EV low miles, $2500 to low income qualified
buyers to replace older cars."
  
Leases should not be restricted.  I was low income and was not
allowed to do a lease which made it much more difficult to also get
the Federal EV Tax credit via a lease.  This unfairly cost me more
money but did not prevent me from getting the same Replace Your
Ride rebate I qualified for.

Also please repeal the regressive EV $100 registration tax, and
increase the gasoline and diesel tax to help fund more EV adoption
and reduce pollution.
