We know that Californians are not equally protected from the
harms of air pollution
(https://environment.yale.edu/news/article/pandemic-shutdowns-give-window-environmental-racism-californias-air-pollution-policy).
Similarly, the global fossil fuel supply chains affect communities
all over the world - often supporting authoritarian governements
and harming indiginous rights at the source - and that attempts to
hold multinational companies to account have been unsuccessful
(https://www.reuters.com/world/us/lawyer-who-sued-chevron-over-ecuador-pollution-faces-ny-contempt-trial-2021-05-10/).
I urge the California Air Resources Board, as a strong regulator,
to consider all stakeholders who are affected - but directly and
indirectly - by air pollution, espeically with respect to climate
change from the burning of fossil fuels. California should be a
leader in electrification and movement away from consumption of
fossil fuels, especially those that migth come from drilling on
indiginous land or support authoritarian governments.
