Comment	Dear CARB Your proposed plan is shocking in its lack of ambition, its overreliance on negative emissions, and its ignoring of the deep problems with the state's cap and trade problem. Please adopt a plan that focuses on smart regulations that slash at source including through clean renewables with storage and broad economy-side electrification and does not just rely on the magical thinking about the size of the role that can be played by negative emissions, offsets and cap and trade.
