Thank you for seriously acting on the recommendations from the
IPCC report. The message is clear to invest now or pay the price
later.
California accounts for approximately 50% of the global
consumption of crude oil from the Ecuadorian region of the Amazon.
The global known reserves of oil are much more than can ever be
extracted while limiting global warming below 1.5C. We don't need
any oil from the Amazon. We need to protect the Amazon as a natural
carbon sink.
The 2022 Scoping Plan can help California to stop encouraging
new oil drilling in the Amazon. CARB should regulate crude oil
sources and volumes headed to California refineries. Please include
in the Plan actions for California to reduce and/or eliminate its
consumption of crude from the Amazon.
Regulating crude oil sources for California refineries can also
help with the stated goal to focus on equity for communities that
will be hardest hit by climate change. Some places will be hard hit
because their local government refuses to protect them or act on
the harm caused by fossil fuels. The Plan should include actions
that require California refineries to ensure that they are not
sourcing crude oil from regions where there are human rights
violations and that require refineries to ensure that they will not
source crude from areas of new drilling. These actions will help
with an equitable transition to clean energy and avoid encouraging
the fossil fuel industry to expand in places without a climate
plan.
