California needs to be carbon neutral earlier than 2045. I
have nothing again CCS and cap & trade, but the "go slow"
option does not match the urgent need, when climate scientists,
every year, shorten the window of opportunity to stay within 1.5
degrees and avoid dangerous climactic positive feedback
loops. I favor CARB's Option 2, using all tools to become
carbon neutral by 2035. We just need to be conservative in
our expectations of how much the additional tools of CCS and cap
& trade will deliver.
California currently has $100 revenue surplus. Let's not
save it for a rainy day--that's a losing strategy in our
state!
