I am writing to comment on the Draft 2022 Scoping Plan
Update. Having reviewed the update, it seems to me that it could do
more to accelerate the reduction of greenhouse gas emissions and
achieve carbon neutrality earlier than 2045 - both of which are
important not only to deal with climate change, but also to
safeguard the health and safety of Californians and promote the
economic growth of renewable technologies in California.
I strongly urge CARB to revise the Plan to do the
following: (1) accelerate the phase-out of oil and gas extraction
and oil refining; (2) remove any further planned investment in
fossil fuel infrastructure; (3) eliminate or significantly reduce
reliance on unproven and costly technologies to prolong polluting
fuel sources (and increase reliance on existing resources and
technologies for any carbon capture and sequestration); (4) embrace
more robust transportation sector targets; and (5) accelerate the
decarbonization of buildings and appliances.
