The
California Air Resources Board has heard from many people that the
Scoping Plan needs to be vastly improved to realistically attempt
to avert the worst impacts of climate change. I am in agreement
with many of the comments you have received. Some changes that
others have suggested and that I, too, urge the Board to make
are:

Eliminate the reliance on direct carbon
capture to reduce emissions by 20%. The technology for this is
unproven and expensive.

Shorten the time-line for removing
short-lived greenhouse gases. The goal should be to reduce
HFC’s b 90 - 100% by 2030. The 50% reduction goal of fugitive
emissions of methane is insufficient and needs to be more
vigorously addressed.

Identify a date (2045 or earlier) to end
all oil refining.

Revise the date to end oil extraction to
2035, not 2045.

Eliminate investment in fossil fuel
infrastructure.

Require that all appliances be electric by
2030.
