You shouldn't be relying on carbon capture and storage, because that is an immature technology and extremely expensive. In the past you relied on carbon capture and storage, as a get out of jail free card to make your math work, which was an assumption on your part about how far along carbon capture and storage would be. When you figured out that your assumptions were wrong all you did was double down by readjusting your assumptions to the future so that you wouldn't have to take action now, that you urgently need to take.

If we are to meet our climate goals we need to both decarbonize our society while at the same time aggressively reducing emissions from the so-called short-lived climate pollutants like methane and HFC's. New research indicates that if we only decarbonize we will have lost a tremendous opportunity to reduce the rate of warming. If we aggressively target both carbon dioxide emissions and the short-lived climate pollutants we can do a four times better job at reducing the rate of warming than  if we only decarbonize alone. Whatever tools we utilize to reduce greenhouse gas emissions it is imperative that we do so with urgency. We have a great deal to accomplish between now and 2030. The most aggressive plan considered by CARB is the one that should be implemented.

The scoping plan elevates the economy as more important than fighting global warming and while I agree the economy is important we have to think about what our economy in the future will look like with global warming if we don't take the most aggressive steps now against global warming. The costs will be off the charts If we fail to act now and the economy will suffer immeasurably. So even from an economic standpoint it makes sense to adopt the most aggressive plans to fight global warming.

The news a couple of days ago reported the death of 2000 cows in Kansas from a heat dome. We had a heat dome last year they covered a good part of the United States and killed an immense amount of marine life. Global warming is happening now, it is affecting all of us, now, and it is getting worse. No matter what we do the globe is going to continue to warm. I don't fully understand why it is that even if we stopped all the emissions today that we still have 30 years of warming ahead of us but I've read enough scientists who say that that's the way it is, so I have to take that into consideration. Seeing how bad it is right now I don't even want to think about how bad it's going to get if we don't do everything that we can as soon as we can. You shouldn't even be arguing about this, it should be obvious to you as it is to everyone else that we are in trouble and we need you to do your jobs while you think about all of us, not just the stakeholders who make a profit out of the current economy. Again, the most aggressive plan considered by CARB is the one that should be implemented.

Thank you for the opportunity to comment.
