I want to thank CARB
and other CA agencies that are working to plan and institute a
pathway to decarbonization for the state. CA has been and I assume
will continue to be a leader among the states in both planning and
action. Since, however, we cannot count on other states meeting the
call adequately or quickly enough, it is critical that CA be even
more ambitious and deliver on its ambition.
I urge you to
strengthen and improve the Draft 2022 Scoping Plan
Update.
I urge you to
accelerate the targets to reduce greenhouse gas emissions to 40%
below 1990 levels by 2030 in order to achieve carbon neutrality
earlier than 2045.
I urge CARB to improve
the Draft Scoping Plan by:
• accelerating a
phase-out of oil and gas extraction and oil
refining;
• curbing
investment in fossil fuel infrastructure;
• decarbonizing
buildings
• pursuing
stronger transportation sector targets;
• reducing our
reliance on unproven technologies for removing and/or storing
carbon.
