This plan needs to include a provision for
a building's life cycle, particularly in sourcing, manufacturing
and disposing of building materials that have a direct impact on
Photochemical Ozone Formation (Smog), particulate matter emissions,
and human toxicity. I know environmental justice is one of CARB's
goals and disadvantaged communities based on land-use policies end
up paying the price of poor air quality as a direct result of
emissions associated with embodied carbon among other factors. The
building industry is including Embodied Carbon in policy
discussions today as an urgent measure to be adopted and CARB
should do the same. At the very least it’ll rise awareness
and set in motion adoption targets for full building lifecycle
analysis for all building projects.
