Good afternoon, my name is Xavina Walbert & I'm proud
to say that I'm the first in my family to attend college from the
University of Redlands, double majoring in Public Policy &
Economics. I am pursuing these degrees to empower myself with EJ
knowledge to advocate for my community, as I was born & raised
in the Inland Empire, the nation's Goods Movement hub. The Inland
Empire has seen generations of residents exposed to the nation's
worst air quality & it's damaging health affects. Environmental
justice communities like the Inland Empire deserve better from
CARB. This Scoping Plan needs to prioritize real change over status
quo & phase out natural gas & oil extraction by 2035, phase
out oil refineries by 2045, & more investment in clean public
& private transportation. As the 5th largest economy in the
world & a state larger than some countries, California is being
looked at by not only this nation, but also the world as Leaders of
Change. Therefore, CA needs to set the example for this nation
& the world that Frontline, EJ communities like mine, the
Inland Empire, have a right to clean air, healthy lungs, & a
clean California. Thank you for your
