I am very excited to see that CARB is proposing a solid scoping
plan for 2045. However, I believe it can be even stronger by
pushing up some deadlines and using funding reserved for carbon
capture from natural gas plants for other proven methods of carbon
capture like composting, reforesting kelps beds, planting trees,
and other agricultural modifications which sequestor
carbon.
I urge CARB to phase out fossil fuels 10 years earlier, fund
transportation infrastructure projects, and require 100$ of
building decarbonization by your deadline, not just 80%.
Time and again, California has shown those that say it can't be
done, that we can do it. Industry needs you to plant your flag so
they can know what to shoot for. They will step up when they know
what they have to shoot for.
