The carbon capture and storage featured in ARB’s
draft 2022 Climate Change Scoping Plan are untested approaches when
we already have proven options to reduce emissions.  We cannot afford to
gamble so much on capture and storage when failure is likely and
would severely harm us all.  Potential failure modes
include too-slow development of the several technologies needed,
and unplanned release from storage of the vast amounts of carbon
that would need to be sequestered each year under Alternative
3.   Reducing emissions
eliminates these risks and must therefore be Californians' first
priority.
