CARB has proposed a Scoping Plan that
perpetuates our use of fossil fuels and does little to take
immediate action to reduce climate pollution. It also relies on
costly and unproven technologies to meet carbon reduction
goals.
The plan should do more to accelerate the
phaseout of gas appliances and should ensure a full decommissioning
of the gas distribution system by 2045. Both Commercial and Residential new
construction should be all-electric in 2026. Retrofits of gas
appliances before end of life should be incentivized to better plan
the equitable decommissioning of the gas distribution system. And all rebates/incentives for gas appliances
should be immediately terminated.
CARB must act now to strengthen the Scoping
plan.
