Dear Chair Randolph and CARB Board,

I am alarmed at CARB's Draft 2022 Climate Change Scoping Plan.  It does not seriously reduce GHG produced by fossil fuel refineries.  It relies heavily on CCS (carbon capture technology) that is still in its infancy and experimentation, and which certainly is not yet at a scale to have a significant impact in a short time frame.  The plan puts heavy reliance on "blue hydrogen" production to reduce greenhouse has emissions.  Research has already shown that blue hydrogen production can produce methane leaks which are more intense than coal.  In addition, the plan puts undue reliance on biofuel feedstocks without creating strong control over their source.  While often portrayed as "waste" most of the feedstock is and will be coming from soy, canola and caorm which are already having a seveve impact on global food markets and deforestation.  Biofuel reduces carbon by only about 2% to 4% according to the International Council on Clean Transportation, a well respected non-profit organization that CARB is familiar with and rely on for information.  

Overall, these aspects of your plan seem like an oil refinery owner's dream proposal, and will not produce the strong changes needed to address climate change in our State.  We NEED change and are long overdue for the appropriate policies needed to make it.  CARB is charged with helping to direct these changes.  Such proposals as described above in your draft indicate worse than business as usual - it indicates the demise of California's reputation as a climate leader.

We all deserve - indeed NEED, better.  I urge you to re-assess your priorities in crafting a policy that Californians require and are demanding from our government.
