Dear Chair Randolph and Board members,
 
I'm writing about the 2022 Climate Change Draft Scoping Plan.
 
I strongly recommend the Air Resources Board include the following changes in the draft document:
 
  1. Invest $70 billion in state and federal funds annually in renewable energy, energy efficiency, infrastructure, manufacturing, and organic and ecological agriculture;

  2. Establish a California Equitable Transition Fund to provide safety nets for displaced fossil fuel workers and support communities to maintain and expand critical services;

  3. Fund a robust public sector including public education and universal healthcare;

  4. Require pro-worker policies for all public investments such as the right to organize a union through card check, as well as targeted and local hire provisions for communities.

 
In addition, I also strongly recommend the following:
  1. A detailed plan for how the state can achieve its 2030 GHG reduction targets, as is required under AB32 and SB32.
  2. A plan for achieving carbon neutrality in 2045 that does not rely on unrealistic levels of carbon removal technology
  3. A plan for phasing out emissions from oil refineries that won't result in increased air pollution from CCS and increased oil exports as California reduces demand for oil
