The biggest opportunity for reducing
greenhouse gas emissions is in transitioning our transportation
system from car-based to transit-based. There need to be
more concrete steps for how the state will shift people to
traveling by transit, biking, and walking instead of by car.
Vehicle Miles Traveled (VMT) are key and targets should be
accelerated. VMT per capita should be reduced to 25% below 2019
levels by 2030 and 30% below 2019 levels by 2035. Zero Emission
Vehicles are also key and targets must be accelerated as
follows:

100% Light Duty Vehicle (LDV) sales are ZEV
by 2035 at least 75% LDV sales are ZEV by 2030 with only ZEVs on
the road by 2045

100% of MD/Heavy Duty Vehicle (HDV) sales
are ZEV by 2035 with only MD/HD ZEVs on road by 2045
-
100% of all transit buses ZEV by
2030
-
100% of drayage trucks are zero emission by
2030

100% of cargo handling equipment (CHE) is
zero-emission by 2030
