Dear Carb Board:

We are running out of time to address the climate crisis. We are already experiencing extreme weather, fires, droughts, deadly heat waves, and even more devastating effects. The scoping plan must include bold solutions that reflect the urgency of the crisis. The current plan fails to do that. What we need to see in the scoping plan:

  • No new investments in fossil fuel infrastructure. Extracting, refining and burning oil and gas cause climate change and pollute environmental justice communities.
  • Greater investments in renewable energy. More rooftop solar, wind, geothermal, etc. (No NEM 3.0 that kills rooftop solar)
  • Carbon neutrality by 2035. 2045 is too little too late.
  • Transition our transportation system from car-based to transit-based and increasing travel by biking and walking.
  • Accelerate the phaseout of gas appliances and fully decommission the gas distribution system by 2045. Both Commercial and Residential new construction should be all-electric in 2026. 
  • Reject unproven technologies like carbon capture and storage (CCS) and “green hydrogen”. These approaches promoted by the fossil fuel industry (to generate profit) are NOT viable climate solutions
  • Racial and economic equity must be at the forefront of all climate action. Racial injustice is not just a side note of the climate crisis – it’s central to the causes of the crisis threatening us all.

California's climate plan should be a bold plan that befits the nation's leader on climate. This plan is far from what we need. The scoping plan must be made aggressive on reducing fossil fuels and GHG emissions, and equity focused.
