Comment | Alfa Omega Associates is a land-use, environmental protection and historic preservation consulting firm based in Auburn, California with clients in several counties in Northern California with hundreds of constituents. For 15 years AOA has served community groups from as far north as Eureka and as far south at Marina Del Rey. On the behalf of clients in El Dorado, Placer, Colusa and Yuba Counties we have filed comments like this on AB 32. Global Warming-Consistency with Assembly Bill 32 “Global Warming Solutions Act of 2006”; reducing the emissions of GHGs (Green House Gases), counteract the effects of global warming and protect residents from the adverse effects of global warming. The issue of human-caused, or anthropogenic, climate change (global warming) is becoming a central focus of the Green movement. Around the world, there is an increasing awareness of the importance of climate change as a factor in a range of issues. Many environmental, economic and social issues find common ground in the form of climate change. Individual and political action on climate change can take many forms, all of which have the ultimate goal of limiting and/or reducing the concentration of greenhouse gases in the atmosphere. Alfa Omega and its clients believe that CARB should raise the land use target in the AB 32 Scoping Plan from 5 million metric tons of C02 equivalent (MMT) to 11-14 MMT. As shown by the analysis of Dr. Reid Ewing and Dr. Arthur C. Nelson, the 5 MMT target is based upon models that are widely acknowledged to underestimate the benefits of dense, mixed-use development, while the higher target is achievable with policies California is already considering. We ask you CARB board members, when you vote on the Scoping Plan later this week, please continue to strengthen California's commitment to fight global warming by curtailing sprawl.
