Dear CARB Board members:

Please make your plan to implement the Global Warming Solutions
Act stronger.  The following suggestions would make the success of
the Act more certain.

Auction off all emission allowances. Program revenues would best
go to green house gas reduction projects like clean technologies,
green jobs, and help in reducing utility bills for low-income
consumers and small businesses.
 
Reduce the role of offsets in the Plan. They encourage continuing
emissions in less affluent areas and in habitats that have no
protectors, and weaken the demand for clean energy technology
innovation. Limiting offsets will create more clean-energy jobs,
and stimulate the state’s economy.

Increase the targets for local governments to reduce emissions
caused by poorly planned growth that drives up vehicle use.

Require businesses to recycle their materials.

vigilance I look forward to a California leading the world in the
reduction of green house gases with thriving green energy jobs and
clean air.
