| Comment | Dear CARB Board Members: Thank you for your hard work to solve our global warming problem. I hope you will consider the following recommendations: 1. Please make sure emission allowances are auctioned and revenues go toward GHG reduction programs, such as clean technology. 2. Please reduce the role of offsets in the plan. Offsets are likely to harm low income neighborhoods and natural habitats. 3. Please reduce poorly planned growth that drives up vehicle miles travelled. 4.
