Dear CARB Board members:

Please consider the following items for your plan to implement the
Global Warming Solutions Act:
1. The role of offsets in the plan should be reduced. Providing
too many offsets encourages continuing and weakens the demand for
clean energy technology innovation. Limiting offsets will create
more clean-energy jobs, stimulating our state's economy
2. All emissions allowances should be auctioned off. Program
revenues should go toward GHG reduction programs, such as clean
technologies and green jobs.
3. Increase the targets for local governments to reduce emissions
caused by poorly planned growth that drives up vehicle miles
traveled.
