Comment | Dear Clerk of the Board, Below are my comments regarding the Sacramento Municipal Air Quality Management District’s report Sacramento Regional 8-hour Ozone Attainment and Reasonable Further Progress Plan. As a resident of Nevada County, I am looking at the SIP in terms of how well it may reduce transport of ozone precursors and ozone into Western Nevada County, which is in non-attainment for ozone. 1. The plan focuses on reductions to 84 parts per billion (ppb) instead of the new federal 75 ppb standard. By 2017, when Western Nevada County is expected to be in compliance, the 75 ppb standard will have been in existence for nine years. The plan should account for reductions to meet the new lower ozone standard. 2. Attainment in Sacramento (and therefore Nevada County) is predicated on attainment in the Bay Area and the San Joaquin Valley. If the SMAQMD has not already done so, efforts should be made to ensure that the State Implementation Plans (SIPs) of those areas show sufficient reductions for Nevada County to achieve attainment by 2017. 3. Dedicated funding for the Further Study Measures outlined in Section 7.20 (p. 7-28) should be provided. The emissions reduction benefits from these measures, particularly Urban Heat Island and Energy Efficiency, could be substantial.
