Dear Gentlepersons,

Attached is a coalition letter from the Kern County Home Builders
Association, Greater Bakersfield Chamber of Commerce, Paramount
Farms, Grimmway, Bolthouse, Kern County Farm Bureau, Western States
Petroleum Association, Bakersfield Association of REALTORS, Kern
Taxpayers Association, & the Kern Citizens for Sustainable
Government, who have worked with the Kern Council of Govermments on
our RTP/SCS.  The orginazations above represent tens of thousands
of Kern County residents.  While we understand that our RTP/SCS
will change the way we grow for the future, we believe that it is
something that we can live with. We also understand that this is a
living document that will be re-evaluated through time and as
change occurs. We encourage CARB to allow us to move forward with
the RTP/SCS as recommended by the KernCOB BOD, as we believe that
all other alternatives that were analyzed will inhibit our ability
to grow and meet required air quality standards. We are a unique
area with a resource based economy.  Our largest employers are the
agriculture and oil industries. This means that our jobs centers
are located far away from city centers. We believe the RTP/SCS is
the balance/compromise needed for our region that will allow
growth, reduce VMT, meet reductions in air quality emissions and
allow us to obtain transportation funding. This is described
further in the attached letter.
