The idea that you have the authority and audacity to create
a regulation that looks anything like this is just ridiculous.
Forget the fact that I maintain my own vechicles and check my
tires regularly, forget that I already pay $80 a year per car and
waste an hour of my life per year dealing with the smog check
nonsense since my car is practically brand new and no where near
any of the limits and yet you waste my time and money annually for
no public good.  Forget that I am all for conserving and reducing
polution and all that.  You have no right to tell me what I must
accept from service station or  what I need to prove to them or you
about the way I use my vehicle.  The fact that you could even
consider crafting regulation like this says you need to be removed
from a position that has any influence at all so fast your heads
will spin.  This is America.  Land of the Free and home of the
Brave.  Get the heck out of our daily lives.
