This proposed regulation is completely ridiculous and
unnecessary!!!  The last thing this state needs is another
bureaucracy.  Who’s going to enforce this?  Will people be pulled
over on the freeway to have their tire pressure checked by the
highway patrol?  Will an over paid government worker walk aimlessly
around strip mall parking lots writing tickets to those who have
under inflated tires?  What’s next for California?  Why not
regulate how much people can exhale?  This makes sense since people
exhale carbon dioxide which is allegedly causing global warming. 
Please exercise some common sense and do not make this a law.
