With all due respect for the serious job you have, the proposed
regulation is the most ridiculous over reaching and idiotic idea
I've heard in my 63 years of life.  I would expect such a rule or
action by a totalitarian government in a third world country, but
never in the United States of America.  What are you people
smoking?  It must be something that should be regulated and
probably is, because what you are proposing is dilusional and
absurd.  
What you suggest does make good sense in advising people to have
proper tire pressure, but for God's sake, to make it a law, to
demand mechanics to require testing, to dogmatically layer on
documentation, fines and imprisonment is bizarre and outright
stupid.
Do not dignify this any further. Withdraw the proposal and let it
quietly go away.
