After having given this some consideration, I am going to speculate
that one of the possible scenarios is that the world is running out
of oil, and all of this greenhouse gas global warming ruckus is a
way to try to get everybody to use less petroleum while not
panicking the population by calling direct attention to the real
problem. Ofcourse planting trees and ceasing to pollute the oceans
thereby causing plankton stocks to rebound would be a method of
sequestering carbon.  Much less attention is given to this, thereby
throwing suspicion on your heavy handed legislation.

The solution is not a political one.  The solution would be to
find a new source of clean abundant energy.  I think that you
should be spending trillions of dollars on that instead of on a
brutal and insane war in the middle east fighting for a resource
which is going to vanish sooner or later.  

That being said, I am against excessive punishment for less than
optimally inflated tires.
