Your proposed tire pressure regulation is fatally flawed and, in
its current form, may not only cause an increase in greenhouse gas
emmissions due to underinflation but may also cause an increase in
vehicle traffic accidents related to incorrect tire pressure.

Tire pressure can only be accurately set when the tires are cold. 
As the tires heat due to driving, the instant pressure in the tire
will rise.  If a service provider sets pressure on a hot tire, then
when the tire cools, it will be underinflated.  Your proposed
regualtion does not include a requirement to only set pressure on
cold tires.

Underinflated tires will heat excessively during driving.  You may
recall that the Ford/Firestone fatal accidents were, in part,
attributed to the low recommended inflation pressure - which should
demonstrate my point that underinflated tires, whether as a
consequence of neglect or of pressure setting while hot are
dangerous.

Please do not regulate us into increased loss of life on our
highways.
