This proposed regulation is so "over the top" it defies belief! How
would you enforce it? How would we ARDs get a disgruntled consumer
to sign an affirmation that they checked their tires or will check
them? Do you care at all that you are exposing we ARDs (the people
who always DO add air to the tires and safety check them, usually
for free) to massive liability from greedy tort legal actions?

The repair order documentation at our shop requires a full time
front office staff of three skilled and necessarily very literate
people to support the auto repair work of four technicians. We have
to budget these costs compete in a market economy based on
bottom-line PRICE to the consumer. The economy in California is in
a shambles and businesses like ours are shutting their doors every
day. More radical and minimally effective environmental regulation
is NOT what is needed!

Properly tire inflation is a worthy cause, which could be best
served by a massive consumer education campaign by government,aimed
at SAFETY and FULL SAVINGS, not "Air Quality"! The consumer is much
more interested in conserving their own limited resources rather
than some idealistic State goal and will respond better when
approached from that aspect.
