When I heard of this news, I am outrage and angry at your proposal.
 What the heck are you thinking proposing something that will have
little or no effect on the environment.  All of your board member
should be ashamed of yourself.  We the taxpayer pay you a really
nice salary so you can impose stupid rules on us.  Many people are
suffering from the depress economy and this is how your board
choose to help people.  

I urge you to stop this stupid measure.  Please work on trying to
help people instead of trying to mess with our lives.  Trust me the
outrage that you will get outweighs the benefit.
