Comment | One thing this pandemic has made clear is that getting the cars off of the street has an immediate and lasting air quality improvement effect. The most unnecessary and egregious element of this air quality impact is found in long range automobile commuting for work. One of the most ignored factors in this element is the housing needs of the state. The methodologies used to establish housing needs are outdated and ineffective. The housing needs need to be more immediate and localized as well as enforced. In Northern CA the best example of this is the Bay Area, which sprawls out its workforce in every direction. A regional approach to this issue has failed and the result has been an ever increasing number of vehicles on the road driving to the Bay Area. Recommendations: Refine the methodology to Urbanized Area instead of regions (especially multi-county regions). Make the basis of the calculations a jobs-housing match. Also, end all housing development on farmable land in CA. |
