Comment | Please receive the following as comments for the Volkswagen Settlement - Environmental Mitigation Trust for California Plan. 1. Funding should be contingent on existing technology that can be mass produced and delivered within a predetermined schedule outlined in the awarded agencies procurement. These funds should put technology into use in an expeditious manner. If the implementation period for a given technology involves a drawn out schedule (more than a year) it unnecessarily keeps needed technology from the public. 2. All regional and national production, manufacture or assembly requirements should be excluded or removed as a requirement of funding a given technology or vehicle. This limits competition and does not accurately represent local investment (as many parts come from outside of the U.S. and California). 3. Funds under the Zero Emission Transit, School and Shuttle Bus should specifically target technology ready for implementation (not future development). 4. Please reduce the planned use of the available funds from 15 years to three (3) years. Viable clean air transportation options are available now and should be made available to the public.
