I applaud the CARB for tacking this issue, and wholeheartedly
support the complete elimination of gas powered lawn equipment.
  
My city, Los Altos, was the first in the Bay Area to ban gas
powered leaf blowers, but the enforcement of this ban is very
limited, and is basically up to citizen enforcement.  When I see
gardeners violating this ban, I speak to them about it, and leave a
polite note to the homeowner about the ban.  This is usually enough
to get them to stop, and if not, we call the police if we see them
using gas powered leaf blowers again.

I am looking forward to the day when all gas powered garden
equipment is a thing of the past, for our health and the health of
our gardeners.
