Dear CARB,

In your Sacramento meeting on the 27th, please:

1)  Require the full 25,000 ZEVs that automakers had promised for
2012-2014. 
2)  Create a separate requirement for plug-in hybrids that lets
them replace the dirtiest vehicles in CARB's regulations, rather
than the cleanest ZEVs. 
3)  Incentivize plug-in hybrids that have the most on-board
electricity storage.

This will not only help with cleaner air and, thus, positively
affect the health of each and every Californian, it will also help
to keep California on the leading edge of an important emerging
industry from which it (the State) will reap important economic
benefits in the years to come.
